Your telegram of 18th of September

Water Supply. The question has been carefully

considered in conference with Clementi,

Chatham, formerly Director of Public Works,

H.K., Crown Agents and Consulting Engineers.

It appears clear that extensive works must

be undertaken in the not distant future to

produce adequate water supplies for H.K. and

Kowloon. I therefore consider that Aberdeen

scheme should be proceeded with immediately.

In order however to relieve existing shortage

as quickly as possible I agreed to the

simultaneous completion of the first section

of Shing Mun scheme by construction of cross

harbour pipe line and other necessary works.

Consulting ngineers and also Clementi and

Chatham whom I consulted are strongly of

opinion that method of laying pipes proposed

by Henderson would entail too great a risk
